Update of the National Employment Strategy

Context & objectives:

Since the validation of the National Employment Strategy (NES) by the Council of Ministers in July 2019, several national, sectoral, thematic, and regional strategies have been approved, and synergies with the NES need to be developed. This necessity is reinforced by the government’s effort to align all national and sectoral strategies, paving the way for an update of the NES in synergy with other strategies and public policies.The project aims to:

  • Align the NES with Tunisia Vision 2035, its indicators, overarching goals, and the adopted national and regional development plans.
  • Ensure coordination with the new national, sectoral, and thematic public policies approved since the initial formulation of the NES.
  • Update the NES measures and outputs in light of objectives (1) and (2).
  • Identify priority measures and outputs that can deliver a tangible and immediate impact on employment (including budgetary aspects and elements required for validation by the Council of Ministers).
  • Strengthen operational coordination between the MEFP and other relevant ministries by establishing joint projects/outputs, tracking shared indicators, assigning responsibilities and implementation timelines, and defining clear follow-up mechanisms, tools, and frequencies.

Main achievements & impacts
Progress status and review of national, sectoral, and thematic strategies:
  • Inventory and allocate the 174 NES outputs by responsible party and timeline.
  • Validate/adjust responsibilities and implementation timelines of NES outputs with the relevant ministries and general directorates.
  • Develop the NES operational plan.
  • Inventory and review 30 national, sectoral, and thematic strategies.
  • Pilot update with national, sectoral, and thematic strategies:
Analyze synergies and linkages (similarities, complementarities, and gaps) between the NES and:
  • Tunisia Vision 2035,
  • The 2023–2025 Five-Year Plan,
  • The Industrial and Innovation Strategy Horizon 2035,
  • The Sectoral Pact – Automotive Industry,
  • The Sustainable Tourism Development Strategy,
  • The Strategic Plan for Higher Education and Scientific
  • Research Reform 2015–2025,
  • Tunisia’s Digital Strategy 2025.
  • Propose a list of NES adjustments at the levels of vision, strategic axes, text, and outputs.
  • Define 16 impact indicators and develop their profiles (definition, calculation method, source, baseline values, target values).
  • Generalization of the update and prioritization of outputs:
Analyze synergies and linkages (similarities, complementarities, and gaps) between the NES and:
  • The National Reform Plan – National Strategy to Improve the Business Climate,
  • SME Development Strategy,
  • National Entrepreneurship Strategy,
  • National Youth Strategy.
  • Propose a list of NES adjustments at the levels of vision, strategic axes, text, and outputs.
  • Develop profiles/action plans for 10 flagship NES products/measures.
