Development of a financial inclusion study and of marketing, communication, and advocacy strategies and plans in support of financial inclusion

Context & objectives:

The United Nations Development Programme (UNDP), part of the UN’s programs and funds, supports Tunisia’s key stakeholders—government, civil society, private sector, and others—in managing the country’s transition toward a more democratic, transparent, accountable, and resilient society.UNDP has mandated Matine Consulting to develop marketing, communication, and advocacy strategies for each of the targeted governorates (Kairouan, Gafsa, Tozeur, Kébili, Tataouine, Médenine, and Gabès). The objective is to raise awareness and understanding among women and youth in these regions about the existing financial products and services. This includes the design of key messages, communication channels, and formats such as targeted communication campaigns, financial education sessions, and educational videos.

Main achievements & impacts
  • 'Behavioral analysis of the target population (youth and women) regarding their practices, usage, and perceptions of financial services. This resulted in the development of four user journeys illustrating typical pathways, friction points, and potential inclusion levers
  • Field survey conducted with 2,150 individuals and 14 focus group discussions held across 7 governorates, focusing on youth and women
  • Interviews conducted with around 20 market stakeholders (regulators, financial institutions, telecom operators, professional associations, etc.)
  • Mapping of available financial products and services by governorate
  • Development of a localized marketing and advocacy strategy tailored to the specific context of each governorate to improve awareness and adoption of financial services
  • Review and analysis of around 20 previous studies and public information sources to establish an initial baseline
