Development of the Digital Skills Framework in the Republic of Congo

Context & objectives:

The development of a strong and resilient digital economy is an integral part of Congo’s economic diversification strategy. The National Development Plan (2022–2026) aims to foster an enabling environment for economic diversification driven by the private sector, particularly in the information and communication technology (ICT) sector.In this context, the project aims to develop and operationalize a framework that will enable the sustainable dissemination of digital skills among the population—skills that are essential for the implementation of Congo’s national development strategies.

Main achievements & impacts
  • Defining two digital skills reference systems: a national reference system for basic digital skills and a reference system for specialised digital skills.
  • Carry out an inventory of the supply and demand for digital skills in the Republic of Congo, with the design of a prioritisation matrix by skill pair/population segment.
  • Define a national framework for the development of digital skills by 2030, with a roadmap incorporating more than 50 initiatives.
  • Draw up a training programme for the general public, civil servants and private sector employees
  • Design curricula for enriched bachelor's, master's and doctorate courses in various IT specialisms with a view to enhancing the quality of higher education.
